Fox has long believed that one of the best ways to help Mexico is to educate the United States about the importance of improving relations with it. Americans may not know what they want to do about their country’s complex immigration problems. But all polls indicate they want to do something. Persuading them to move away from building walls and toward building a North American Union modeled after Europe is a long shot. But Fox learned, when he overturned the entrenched system to win the presidency, not to rule out long shots.
