LEAKED MEMO: DREAMers Are ‘Critical’ To Dems ‘Future Electoral Success’

The Center For American Progress (CAP) Action Fund circulated a memo on Monday calling illegal immigrants brought here at a young age — so-called “Dreamers” — a “critical component of the Democratic Party’s future electoral success.”

The memo, co-authored by former Clinton communications director Jennifer Palmieri, was sent around to allies calling on Democrats to “refuse to offer any votes for Republican spending bills that do not offer a fix for Dreamers and instead appropriate funds to deport them.”

President Donald Trump’s administration moved to end the Deferred Action for Childhood Arrivals (DACA) policy in September, which former President Barack Obama instituted through executive order to keep immigrants who came here as children from being deported.

Trump called on Congress to find a legislative fix for young immigrants, or “Dreamers,” facing deportation. House lawmakers recently put forward a bipartisan DACA compromise bill that also claims to address worries over chain migration. However, it’s unclear if the bill will pass.

CAP Action’s memo says protecting DACA is not only a “moral imperative” for Democrats, it also key to getting votes.

“The fight to protect Dreamers is not only a moral imperative, it is also a critical component of the Democratic Party’s future electoral success,” reads Palmieri’s memo, obtained by The Daily Caller News Foundation.

“If Democrats don’t try to do everything in their power to defend Dreamers, that will jeopardize Democrats’ electoral chances in 2018 and beyond,” reads the memo. “In short, the next few weeks will tell us a lot about the Democratic Party and its long-term electoral prospects.”… more here.

In Washington, bad news is generally released on Friday. On Friday, December 15, 2017, the non-partisan Congressional Budget Office (CBO) released its cost estimate of S. 1615, the DREAM Act of 2017. The news was not good for that legislation.

The bill would direct the Department of Homeland Security (DHS) to cancel removal and grant conditional lawful permanent resident (LPR) status to illegal aliens and aliens in Temporary Protected Status (TPS)) who: were physically present in this country for the four years prior to enactment; were under 18 years of age when they initially entered the United States; are not inadmissible on criminal, security, terrorism, or other grounds; are not persecutors; have not been convicted of certain federal or state offenses; and have fulfilled specified educational requirements.

The bill provides a waiver for the criminal removability bars “for humanitarian purposes or family unity or if the waiver is otherwise in the public interest.”

It would also provide for conditional lawful permanent resident status for aliens who have received Deferred Action for Childhood Arrivals (DACA), unless the alien had engaged in conduct rendering the alien ineligible for DACA since gaining that status.

Finally, the bill provides for removal of the conditions on that LPR status, and contains a confidentiality provision barring release of information provided by applicants for conditional LPR status or DACA, subject to limited exceptions.

That estimate states:

CBO and the staff of the Joint Committee on Taxation (JCT) estimate that enacting S. 1615 would increase direct spending by $26.8 billion over the 2018-2027 period. Over that same period, CBO and JCT estimate that the bill would increase revenues, on net, by $0.9 billion — a decline in on-budget revenues of $4.3 billion and an increase in off-budget revenues [Social Security taxes] of $5.3 billion.

In total, CBO and JCT estimate that changes in direct spending and revenues from enacting S. 1615 would increase budget deficits by $25.9 billion over the 2018-2027 period, boosting on-budget deficits by $30.6 billion and decreasing off-budget deficits by $4.7 billion over that period.
It also “estimates that providing higher education assistance for newly eligible people under S. 1615 would cost $1.0 billion over the 2018-2022 period.”

32% of Federal Inmates Are Aliens

On December 21, the Department of Homeland Security released the Alien Incarceration Report for Fiscal Year 2017. The report discloses the number of confirmed and suspected foreign-born inmates in the custody of the federal prison system, which includes the Bureau of Prisons (BOP) and the U.S. Marshals Service (USMS).

DHS reported a total of 58,766 “known or suspected” aliens in the custody of federal authorities. According to the Federal Bureau of Prisons, there are 184,379 total federal inmates, meaning that almost 32 percent of all federal inmates are aliens. The number of aliens in federal custody has risen since the last report: At that time, the Justice Department estimated that there were 42,000 aliens, representing 24 percent of the federal prison population.

Of the 58,766 “known or suspected” aliens, ICE could confirm that 37,557 (64 percent) are confirmed aliens, defined as meaning that they are non-citizens and foreign-born. From that group of 37,557 ICE-confirmed aliens, an astonishing 35,334 (94 percent) were illegally residing in the United States.

Prisoners known or suspected to be aliens are reviewed by ICE to determine their immigration status, and are placed into one of five categories:

Under Investigation: Further investigation by ICE is required to confirm alienage and establish potential removability
In Proceedings – Legal: Confirmed alien who is lawfully present in the United States, but has been charged as a removable alien; removal proceedings are ongoing
In Proceedings – Illegal: Confirmed alien who is unlawfully present in the United States; removal proceedings are ongoing
Subject to Final Order of Removal: Confirmed alien who is subject to a final order of removal
Relief/Benefit: Confirmed alien who has been granted relief or protection from removal that would generally be considered lawful status
Of the known and suspected aliens under investigation by ICE, the vast majority (31,699) are confirmed as illegal aliens and awaiting removal from the country or are still under investigation (21,209).

Immigration courts found that only 10 aliens qualified for relief and will not face removal proceedings… more here.
