E-Verify checks worker status, draws criticism
System used by 3,000 Oregon employers now has naturalization data

A federal Web-based system that allows participating employers to electronically verify the employment eligibility status of newly hired workers has been enhanced, drawing praise from supporters and criticism from foes.

The E-Verify system, operated by U.S. Citizenship and Immigration Services and used by more than 3,000 employers in Oregon, now contains naturalization data that allow for instant confirmation of a newly naturalized person’s citizenship.

The new feature, which is in effect, is intended to reduce the high number of erroneous no-match letters sent to employers and workers by the Social Security Administration.

“We’re confident that the enhancements … will help us achieve that goal,” USCIS acting director Jonathan Scharfen said in a statement.

E-Verify allows employers to check immediately whether a newly hired employee is in the United States legally.

So far, about 64,000 employers in the nation have voluntarily signed up to use the system, according to USCIS officials.

In Salem, documents provided by workers at each of the eight Baskin-Robbins are checked using the electronic system.

Using E-Verify “guarantees that those who are eligible to work get proper credit for taxes they pay and their Social Security contributions,” said Stephen Caldeira, a spokesman for Dunkin’ Brands, Baskin-Robbins’ parent company, adding that the system has made hiring easier.

Rich Meneghello, an attorney with Fisher & Phillips, a national labor-and-employment law firm with an office in Portland that represents employers with large immigrant work forces, said that while employers they represent use the system, they also share concerns about its effectiveness.

Among those concerns are glitches that can lead to serious difficulties for some who wrongly are classified as not legal to work in the U.S., Meneghello said.

“As with any database, there are problems,” he said. “But I believe they’re doing the best they can to ensure its timeliness and accuracy.”

But the majority of the nation’s employers are holding out, charging that the electronic system is inefficient, prone to error, and incapable of being ramped up to handle high volumes of traffic from employers across the U.S.

Some, like Francisco López, an organizer for several Latino groups in Marion County, worry that the upgrade could lead to racial profiling of workers with Spanish surnames.

Before the new feature was implemented, newly minted citizens who received a no-match letter had to visit an SSA office to show proof of their citizenship status.

Now, a worker with a no-match letter will be checked against USCIS databases, eliminating a trip to the SSA.

While E-Verify is voluntary, several proposals making their way through Congress would make use of the system mandatory.

In the 2009 federal budget, President Bush included an expenditure of $100 million to expand and enhance the system.

The Hispanic Institute Proposes CNN Boycott; Cites Lou Dobbs’ Anti-Immigration Crusade ( note from D.A. – they mean illegal immigration [ a crime] – real, legal immigrants DO NOT REQUIRE AMNESTY!)

WASHINGTON (June 3) — The Hispanic Institute today announced that it will mount a Latino boycott of CNN to protest the cable news network’s ongoing distortion of facts surrounding U.S. immigration issues, especially in commentaries and reports on “Lou Dobbs Tonight.”

The nonprofit organization said the proposed boycott will begin today June 3, 2008 and will seek to stop Hispanic viewership of all CNN outlets, including the Spanish language service. There are now 12.14 million Hispanic television households in the U.S., according to Doug Darfield, Sr. Vice President of multicultural measurement for The Nielsen Company.

“We’re taking this step after years of CNN management’s failure to rein in Mr. Dobbs’s irresponsible assertions about immigrants and their impact on our country and its institutions,” Gus West, THI board chair, said in making the announcement. He added that THI will work with other national Hispanic organizations to broaden support for the proposed boycott.

West noted that THI called for censure of Dobbs two years ago, following three years of inflammatory on-air rhetoric about undocumented immigrants. “The lack of any meaningful response from CNN’s management, or any abatement of Mr. Dobbs’ offensive tirades, makes it clear to us that the company supports his misleading and often inaccurate positions,” he said.

The large and growing U.S. Hispanic population represents a significant television market, West said, one that CNN can ill afford to ignore. “The State of the Media 2008,” published by The Project for Excellence in Journalism, noted that Latino purchasing power was $850 billion in 2007, and, according to Nielsen Monitor-Plus, total TV advertising dollars spent to reach Hispanics in 2006 was more than $3 billion.

“We will mobilize this important market segment to make our strong convictions heard,” West said, adding that THI is not alone in its criticism of Dobbs. In “Fear & Loathing in Prime Time: Immigration Myths and Cable News,” an extensive new study published May 21, the Washington-based Media Matters Action Network reported that cable news program hosts Dobbs, Bill O’Reilly of Fox News Channel and Glenn Beck of CNN-Headline News “serve up a steady diet of fear, anger and resentment on the topic of illegal immigration.”

However, Dobbs was singled out by the Media Matters study as “one of the most obsessed with the topic.” The study added that the “Lou Dobbs Tonight” program “might be more properly called ‘Lou Dobbs Crusades Against Illegal Immigration Tonight.’”

It is clear to THI, West said, that a boycott is “the appropriate vehicle to address CNN’s obvious disregard for the concerns of Latino viewers and all others who value factual, responsible news and information.”

WASHINGTON (3 de junio) – El Instituto Hispano anunció hoy que está por preparar boicoteo Latino dirigido a la cadena de noticias por cable CNN, como protesta a la continua distorsión de hechos circundantes a cuestiones de inmigración estadounidenses, particularmente nos referimos a los comentarios e informes hechos por el Señor “Lou Dobbs, en su programa de Tonight (Noche)”.

La organización civil anunció que el propuesto boicoteo comenzará el 4 de junio y procurará detener el índice de teleaudiencia hispano en todas las transmisiones de CNN, incluyendo el servicio en español que tiene la cadena de noticias. Por ahora, existen 12.14 millones de familias Hispanas en los Estados Unidos, detalló Dough Darfield, Vicepresidente Sr. de Medidas Multiculturales, empresa Nielsen.
“Estamos dando esté paso después de varios años de fracaso, debido a que los directivos de CNN han permitido que el Sr. Dobbs continúe con aserciones irresponsables sobre el tema de inmigrantes indocumentados y el impacto que tienen sobre nuestro país y sus instituciones”, dijo Gus West, Miembro del Consejo del Instituto Hispano, al hacer el anuncio. Añadió que el Instituto Hispano (THI, por sus siglas al Inglés) va a trabajar en conjunto con otras organizaciones hispanas a nivel nacional, con la finalidad de extender el apoyo al propuesto boicoteo.

West notó, que a pesar de los dos años de esfuerzos por parte del Instituto de solicitar la censura de Dobbs, le continuaron tres años más de retórica inflamatoria sobre los inmigrantes indocumentados. “La falta de una respuesta significativa por parte de los directivos de CNN, nos aclara que la empresa apoya las ofensivas y posiciones inexactas del Sr. Dobbs”, manifestó.

La población creciente y numerosa de estadounidenses Hispanos representa un mercado significativo para las televisoras, West mencionó. Por ello, CNN no debiera de ignorar este dato, añadió. “The State of the Media 2008” (El Estado de Medios de Comunicación 2008), publicado por el Project in Excellence Journalism (Proyecto Excelente de Periodismo), aseguró que el poder adquisitivo del Latino era de 850 mil millones de dólares en 2007, y, según Nielsen en Monitor – Plus, el total de dólares gastados en publicidad para alcanzar la audiencia Hispana fue más de $3 billones de dólares.

En “Miedo y Odio en Horario Estelar: Canales de Cable y Mitos sobre Inmigración”, estudio publicado el 21 de mayo por Media Matters Action Network (Acción de Medios de Comunicación en Cadena), empresa basada en Washington, divulgó que los anfitriones de programa de noticias de cable Dobbs, Bill O’Reilly del canal de Fox News y Glenn Beck de CNN-Hedline News (noticias de primera plana) “ofrecen una dieta constante de miedo, rabia y resentimiento en el tema de inmigración de indocumentados”.

Change is not only coming but it is here. Cobb County is on alert. There is now a People’s Coalition which will see that no longer will the politics and rhetoric of hate and division be tolerated in Cobb County, and no longer will racism and prejudice against anyone be tolerated here,including against the undocumented immigrants whom you, I and everyone reading this invited here and benefited from, just as we benefited from the slaves before them, –whether in the courts, in the jail, in the police departments,in the schools, on the streets, in the County Commission chambers, or in the State Legislature. If white-identified people feel abused and discriminated, including Mr. King, by our Coalition’s actions or statements then they are welcome to participate and seek redress just like any Cobb resident–but not at the expense of any group or by putting down any group of our neighbors. We love our neighbors and anything else is hate; we are motivated by love and unity for all. If you want “amnesty” and “forgiveness” and to be healed of hate and prejudice, we will provide vehicles for that healing and for that amnesty. If you do not, then you will be marginalizing yourselves–and that goes for all elected and appointed officials.
