“In the United States, members of the U.S. House of Representatives represent people. There is one member for approximately every 650,000 citizens. Members of the U.S. Senate represent land. There are two senators from every state, no matter its population. This arrangement reflects a deal made in the 18th century at the time the U.S. Constitution was written to balance the interests of large and small states.
